SAN ANTONIO HILLS, INC. HOMEOWNERS’ ASSOCIATION (Founded in 1941 – Incorporated in 1947) —

The Association represents the homeowners of the unincorporated Country Club area of Los Altos and Los Altos Hills and is the sponsor of the Approval Committee as represented in the CC&Rs in area deeds of the ENTIRE Los Altos Country Club area, and in CC&Rs civil matters including those houses now within the adjacent city limits. Your Directors represent your interests in matters of mutual concern in dealing with adjacent cities and Santa Clara County, as well as interpreting CC&Rs.

Whereas on or before January 25, 2019, in accordance with the By-Laws and CC&Rs, the Directors did cause to have placed in the U.S. mail the announcement of the date of the Annual Meeting, Election of Directors, and other meeting business, to ALL residents of San Antonio Hills, Inc., and other owners of property affected.


If you cannot attend, please complete the Proxy to ensure a quorum for the business meeting. An envelope has been provided for you to return your proxy and dues. If you are attending, you may pay your dues at the door. 

WELCOME   to all residents of the Los Altos Country Club area, which is bounded by Foothill Expressway, Magdalena Avenue, Ravensbury Avenue, Rancho Park San Antonio and Permanente Creek. 

The Association’s annual dues are $40.00.  The Association has yearly expenses, i.e. mailing of the newsletters, annual meeting, insurance and miscellaneous items.  To fund the yearly expenses, it is necessary that the Association receive the annual dues of $40.00. Please make your checks payable to San Antonio Hills, Inc.

ATTENTION             Parking at the Los Altos County Club can be accessed from either Loyola Drive or Country Club Drive.  The Club does not permit denim jeans in the clubhouse, and cell phone usage is restricted to the parking lots. As a guest of the Club, we ask that you please comply with their requirements.  Your cooperation is appreciated.

After twenty-four years as a Board Director, Lyle Hornback has resigned to pursue personal interests.  The Board thanks Lyle for his many years of service and wishes him well.

In compliance with our By-Laws and after a search of eligible residents, the nominating committee recommends Katherine Wurzburg to replace Lyle Hornback, and is part of the slate of nominees who are up for election this year.  Katherine is a thirty year resident of Terrace Drive.  

Board of Directors Election           There will be an election of five (5) directors for a two (2) year term each.  You may present nominations from the floor or call Peter McSweeney with your nominees. Nominated members must be in good standing and sympathetic to the mission and the bylaws of the association. They must also reside in the appropriate area.

Nelson Hansen, SAH President, Association Report               Introduction of Board Members, Review of Board Activities in 2018 and introduction of the speakers.

Ms. J. Logan, General Manager, LAH County Fire District           Hired in October 2018, she brings to the Fire District, accomplishments both in the public and private sector. She was Assistant City Manager in the City of Los Altos for nine years.  Her background includes executive experience in local, county and state government, as well as working in the tech industry in both national and international venues. Ms. Logan is an attorney, a risk manager and a former VP of a risk pool. She was a member of the team that successfully negotiated the 2017-2026 Fire and Emergency Medical Services Agreement between the Los Altos Hills County Fire District, Santa Clara County Central Fire Protection District and the City of Los Altos.

With the increasing concern and recent events caused by wildfires, earthquakes, floods and other disasters, she will share preventative measures underway in the Fire District.  She will discuss the Fire District goals, how to develop resilient communities and helpful emergency preparedness tips for residences.  Interesting stories will be punctuated throughout her presentation at the annual meeting.

Captain Rich Urena    started his law enforcement career with the Santa Clara County Sheriff’s Office in 2001.  During his time, he has worked in a wide range of assignments that include patrol, the air unit, detective, and trainer.  Captain Urena previously managed the Investigations Division and the Court Security Division before being given the honor of serving as the Captain of the West Valley Patrol Division. The Division is responsible for public safety services in the unincorporated areas of Western Santa Clara County, the Town of Los Altos Hills, as well as the cities of Saratoga and Cupertino.

He leads a team of 90 men and women all focused on providing residents with the best public safety service possible.  Captain Urena is a graduate of the prestigious FBI National Academy in Quantico Virginia and lives in southern Santa Clara County with his wife and two children.  He will review activities performed by the Deputies for the year 2018, including sharing an arrest of a suspect who victimized several residents.  Captain Urena will end his presentation with information on how residents can mitigate crime in our area while assisting the Sheriff’s Office. 

Supervisor Joe Simitian, Fifth District, and President of the Santa Clara County Board of Supervisors,will attend the meeting.  He will be accompanied by key members of his staff as well as representatives of various county departments, Roads, Planning and Building, Fire and the Office of the Sheriff.  He will begin with a presentation on how county government affects SAH.  He will field questions from the floor, directing the questions to the appropriate county representatives.


Articles of Interest:

Community Preservation Ordinance  On December 18, 2018, the Board of Supervisors approved adding Division B38, number NS-300-932, to the ordinance code relating to community preservation to require a minimum level of maintenance to private property of the unincorporated areas of Santa Clara County, which includes our area.  The purpose of this ordinance is to protect the public from health and safety hazards and from harm to property values that result from the neglect and deterioration of property, and to preserve the livability and appearance of the unincorporated areas.

The ordinance addresses urban property blight to privately owned properties in Urban Residential or Commercial base districts. Following are some conditions identified as property blight:  unsecured or abandoned buildings and structures; abandoned construction; building in state of disrepair; overgrown or decayed trees or vegetation; graffiti; garbage and refuse; vehicles.

Updates to 2018 Articles of Interest

Wireless Communications                Ordinance NS-1200-366 Appendix I was adopted by Board of Supervisors on May 1, 2018.

Tree Preservation and Removal Ordinance Revisions is still being reviewed by the legal department.  The Planning department does not have a fixed timeline, but believes that it may be available for a Planning Commission hearing within the first quarter of this year. The Association will receive public notices for both the Planning Commission and Board of Supervisor’s hearings when they are scheduled, and will participate in the hearings.

2018 Activity Review

The Board meets on a regular basis to conduct routine business and to address matters from the neighborhoods.  Following are some highlights.

Country Club Pro Shop      The Board worked with the County, the neighbors possibly affected by the upgrade to the Pro Shop, and the Country Club.  The resulting plan maintains all County setbacks as included in the zoning.

Grates & Sewer Covers       The Board monitored the grates and sewer covers that had been identified as being too far below the road surface to make sure that they were raised.

Traffic Signage on the San Antonio Hills side of the Loyola Corners Bridge       The Board worked with County Roads and Airports to arrive at an acceptable set of signs for the intersection created by the juncture of approximately eight (8) roads on the County side of Loyola Corners. 

Noise from Low Flying Airplanes     The Board has kept abreast of developments on this topic. The entire flight path matter is now with the FAA.

Development on the Los Altos side of Loyola Corners        Board members have attended Los Altos city meetings to remain current on proposed buildings in this area.

Ordinances        Board members have monitored the proposed modifications pertaining to the Wireless Telecommunication Facilities and to the Tree Preservation and Removal. A board member attended public hearings for adding Division B38 to the Community Preservation Ordinance and continued to monitor the progress until it was approved by the Board of Supervisors.

Refuse and Recycle Containers

This information is a brief description of the Santa Clara County Solid Waste Program Ordinance, Section B11-189 Refuse Container Requirements; item g.

It is the responsibility of the residents to place all containers on the street as instructed by the Garbage Company not more than 24 hours before the time of pickup and to remove the containers within 24 hours after collection.  The containers must be stored in a less conspicuous area of the residence so not to create a nuisance to other neighboring residents.      The board has received many complaints from residents concerning non-compliance by their neighbors.  To file a complaint or to obtain information, contact Integrated Waste Management, 408-441-1198. 

Reminder        Please drive safely through our neighborhood, and remember to keep your doors locked and alarms on when you leave your house. Call the sheriff’s office when someone or something seems out of place.  The deputies would rather come out on a false alarm than miss someone trying to commit a crime.
